After 30 years as a State employee doing a varied of treatments from cognitive to substance abuse. Treatment work 90% of the time with the 10% that are never going to do anything wrong again anyway. and less than 10% of the time for the 85% that will be reoffending before the classes are finished. But the numbers will be move around to show that the current program is 98% effective 100% of the time.
